In risk management, including Health & Safety, zero is the Holy Grail. Organizations create mission statements and place immense effort and resources into trying to achieve zero. That is fantastic – and comes with some unforeseen issues. The closer organizations get to really safe workplaces, the harder and harder it gets to measure how well you are doing.
